IRVING: On the promotion of Mr. Brewin, Inspector of Schools, to the post of Registrar-General, which had been re- cently separated from that of Colonial Secretary, the Governor recommended in Despatch No. 464 of the 20th. October, 1900, the appointment of myself as Inspector of Schools: but the Secretary of State in Despatch No. 976 of the 4th. December, 1900, suggested instead that an Officer should be transferred to Hongkong from the Straits Settlements or Federated Malay States, and in Despatch No. 120 of the 18th. P.P.J.WODEHOUSE: The Governor in Despatch No. 291 of the 18th. October, 1899 advised the creation of the posts of 1st. and 2nd. Assistant Superintendent of Police. Mr. Hallifax, Cadet, was recommended to be 1st. Assistant Superintendent of Police and Mr. Wodehouse, 1st. Clerk at the Registrar-General's Office to be 2nd. Assistant Superintendent of Police. The Secretary of 99 State in Despatch No. 177 of the 1st. September, 1899, approved the appointment of Mr. Hallifax: but in Despatch No. 817 of the 24th. September, 1900, hesitated to approve the appointment of Mr. Wodehouse, considering it preferable that posts of this character should be filled by Passed Cadets: but on the Governor's report in his Despatch No. 513 of the 21st.
